                  • New rule for punts muffed by the punter.

                    I wish they would change the rugby punts’ rule. If you take off running laterally, you are a ball carrier. I don’t care if it’s in tackle box.

                      Well the rule is he is a ball carrier when he begins his little rugby run...once he gets into a position of vulnerability he is afforded kicker protection once again...it is a very fine line where being a runner ends and being a kicker begins though...I think they need to address and simplify this rule. The spirit of the rule is...if in the officials opinion the defender could have laid up and not made the hit...then you get the flag...if the punter pulls up so late that the defender cannot reasonably change course...then there is no flag. The problem is it is called very inconsistently...and it has been a POE many a year at our meetings. But in general the NCAA...NFHS and the NFL for that matter...have been migrating toward safety first for years...so when in doubt...don't hit.

                      The wussification of football is not subsiding.

                          The Mizzou-Kentucky game the article mention was egregious, and I am glad they fixed that. They need to fix the rugby punt ridiculousness now.

                          See, what I want is simple. As a punter, if you catch the ball, take a step or two, and punt, you are protected. If you take off with the ball and start running like a tailback on an end around, you should be deemed a ball carrier and tackled freely.

                          I would also like to see them review the fake FG/holder rule. Normally, anyone in possession of the ball is down when anything other than a hand or a foot touches the turf. Holders get to plop their knee directly on the field, and take possession of the ball without being down. And with a fake, they pop up and run after catching the ball with the knee down. It’s just not consistent with all other ball carrier down rules in college.

                          • You should apply to be on the Rules Committee....have fun! Been there...done that. The most influence on that committee is not coaches...administrators...officials...oh no...the most influence comes from the insurance companies and the medical field. The injury aspect must be considered...but the pendulum has swung so far in terms of safety that it does affect the game. The holder rules do seem strange but there are some limitations the holder has. For example if you do the old Les Miles Mad Hatter holder flip play...the holder must not have his knee on the ground when the ball is flipped. Also, if the holder raises up for a high snap and lifts his knee off the ground he must immediately return to the ground if he intends to save the kick with a traditional hold. Yes it is true that the holder is the only player who can have his knee on the ground and actually perform a fake and run with it...that is an exception in the rule book. Not sure you will get people to agree with you to change that rule. As far as the rugby kick...I actually have proposed to make the change as you say...if you take more than x number of steps....you have now become a runner...and you stay a runner...but with the overall direction of making player safety paramount...that will not be changed either. It's hell as an official to have to have the safety first attitude...but them is the marching orders. I left the field in 2018 so now I just deal with it in the booth.

                            • I’m for safety, but safety isn’t just what the tackler does and the rules surrounding that. It’s the coach championing rugby punts or the punter doing it on his own (and other chicanery) on the field that has an impact.

                              The punter chose to run like a tailback. The defense didn’t make him. If he does, he gets hit like a ball carrier because he is.

                              • The way I look at the rugby kick is this (and this went no where with the rules committee in our sub-meetings)...the rugby kick is a huge advantage for the kicking team...the kicking team gets to allow their coverage team more time to get downfield...the kick usually is more strategic in terms of placement...blocking is easier...etc...then we throw in a disadvantage to the receiving team by having to play passive toward the kicker...but again...safety first...
