I'd be pretty surprised if sports gambling was legal in Iowa but I'm pretty sure it is in Illinois. I have no idea how gambling apps work on your phone. Does it only matter where you are physically are when you place the bet or does it filter out Iowa phone numbers no matter where you are?
EDIT: Even so, loads of Iowa students come from Illinois. It's like a safety school of Chicago area kids who fail to get into ND, Northwestern, Illinois, or Wisconsin.

Not only that, but with sites like DraftKings, FanDuel, and the like, you can gamble in most states now with very little grief. They DID both get accepted to Illinois’ and Purdue’s engineering schools but Iowa sweetened the deal to make it a better bargain to go to Iowa than stay in state at UI. In fact, the only “no” they got, to my knowledge, was Michigan and even I wouldn’t have recommended they go to AA based on out of state tuition and board.

Iowa City is a nice college town if you like those sort of things. Think of it is a smaller, quainter, less decrepid version of Lincoln.

Iowa has had full legal online sports betting since Jan. 1, 2021.
