If you flip Purdue to the B10 East, they will never win a division title. Whereas in the B10 West, if Wisconsin ever has a down year, there is a chance. If Jeff Brohm sticks around and Purdue has a senior heavy team (like 2016 Michigan), slight chance of happening.

It looks worse this year because of how bad Nebraska/Iowa/Minnesota are. And Wisconsin got two of the worst teams in the East (they played Michigan, MSU, and OSU last year).I'm not sure things would be cyclical in the B10. The division with UM and Ohio has always been the toughest division. For their own reasons, UM and OSU want to play each other in the final game of the season, and that is the single primary cause of the perpetual imbalance. MSU wants to play UM. The thinking was that adding Nebraska would help balance the divisions, but it hasn't.
I'd certainly support going back to 10 teams, but that is not going to happen. The other plan I like is having two divisions based on last year's outcomes, call it the first division and second division. Top seven teams go to the first division, the rest to the second. Play a six-game round robin, and then two random games against teams from the opposite division. The 9th game would be a crossover with # 1 in the first division playing # 7 in the second division (giving the top teams in the second division head-to-head matchups with the bottom of the first division). The two top teams in the first division play for the conference championship. This is much like English soccer.
Regional proximity is not as important as it was at one time. Once you get on a plane, who cares whether it is a one or a four-hour flight.
