I recall reading that they negotiated more money upfront in exchange for smaller payouts later on. Their athletic department was a mess.

Both were horribly overspending to keep up with the elite programs and neither had the success on the field to show for it.
B1G gave them both a life preserver, though the B1G did very well in that Rutgers actually DID deliver NYC along with New Jersey while Maryland delivered their state along with Washington D.C.

As Kansas continues its breakneck run toward a fiscal cliff, its looking more and more like university funding will be taking a hit. Well, it will be taking a hit...the debate that remains is whether its a reduction, or potentially a complete cutoff.
KU's reputation will take a hit as well, along with, I presume, any remaining shine on the prospect of them as a BIG expansion target. I cannot imagine that the various BORs in the Big Ten want anything to do with any school who's base funding is in jeopardy for the foreseeable future.

IDK how Kansas could possibly be considered moderate. They are considering selliing off their Tobacco settlement award at a projected $500M loss just to get the budget through this year, delaying pension payments, and essentially folding the Highway Fund into General. Revenues were $70M under projections for last month alone, hundreds of millions for FY16.
Its failing at every category on this list.

Another good point I saw today....IDK that KU's commitment to Women's and non-revenue sports is up to BIG standards. Or even close really.
This is an another area where Oklahoma is a good fit. They tend to put forth effort and enjoy success in both.

Nebraska is a destitute man's Kansas, so on one hand, how can the B10 not take them, but on the other hand, how can the B10 repeat past mistakes?Dan Patrick: What was your reaction to [Urban Meyer being hired]?
Brady Hoke: You know.....not....good.
