I'd prefer 10. With 9, there are 4 teams you aren't even playing in your conference. OOD schedules can be very unbalanced... That said, you want your '7' home games a year and I can't see that 10 conference games without the season being extended by another week... Those with 70k plus stadiums have too much to lose and those are the ones with the power...
PSU under JoPa always had humiliating OOC opponents (after joining B10), just recently they started to schedule up a lil. I'd guess the sanctions probably made them want to weaken them down for a while....
Crossover games should be incredibly minimal, every cross over game means you play the OOD team that much less often.

re: Penn State.
The sanctions have got them dumbing down their schedules even more so than usual. They have only four P5 opponents lined up between now and 2025: Pitt (4x), Syracuse (2x), West Virginia (2x), and Virginia Tech (2x). When Franklin took over at Vanderbilt one of the first things he did was get the Commodes to back out of a number of series in order to play the Murray States of the world instead. I guess you could say that strategy paid off.
Penn State and a lot of their fans are overly obsessed with east coast games IMO. It's difficult to even remember any big time series they have played with anyone west of the Mississippi since joining the conference. Nebraska is about the only one I can think of off the top of my head.

3) Championship game rotates east/west each year
a. MSU (most likely with guaranteed Michigan crossover)
b. Michigan
c. Ohio State
The East would then get back one of the Indiana teams.

Heh, Marrow might be a bit overconfident on the ND and M comments...heh....but basically it's a gripe I've had with the middle of the conference that past two years.Dan Patrick: What was your reaction to [Urban Meyer being hired]?
Brady Hoke: You know.....not....good.

Talent... Yep. We had thought Bo would pull 4-6 from Ohio each year. Not the case. Just seems odd he had no ties or ability to do that.
