Texas needs a lot more friends than they could find in the B10 to do what they did in the Big XII. B10 will NOT allow the LHN, they'd put out that fire before it had a chance to be a cancer unlike in the Big XII...
In the Big XII there were too many schools feeding off of Texas and knew upsetting Texas potentially meant Texas leaving the Big XII and leaving them without a 'major' conference. Schools like Texas Tech, Baylor, Iowa State, Kansas State, TCU, Oklahoma State had no options to move to another conference, they NEED the Big XII to survive...
B10 doesn't 'need' Texas for athletic departments like Purdue, Indiana, Illinois, Northwestern, Iowa, Rutgers & Minnesota to survive.

I think its likely that right after the NCAA hammered Penn State with the sanctions, that they got up the next day and asked themselves, "what have we done"? I get the impression that they've been looking for a way to backtrack on the sanctions for a while, and the current excuse is as good as any."in order to lead America you must love America"

Saying that the NCAA should have kept its nose out is not the same thing as saying nothing wrong happened. Penn State has and should be punished through the courts. Emmert, Delaney, and even the BOT at Penn State caved to public pressure in throwing on top of all that some of the most severe sanctions ever levied agaisnt a program without flat out shutting them down.
The sanctions were handed down without conducting any investigation; they relied entirely on public outcry and the results of the hackneyed Freeh report. Emmert simply issued a fatwa against Penn State. He opened up a pandora's box for NCAA involvement in every aspect of university life, when that was never its intended mandate.
