Here's the explanation I got:
I believe the issue is likely a "false positive" for the Verizon IP range in the Configserver firewall database. We can ask our Advanced Services team to look into this and possibly reach out to cPanel but Configserver is a 3rd party plugin for cPanel and they may not be able to assist. Therefore, if what I suspect is actually the problem then it may take some time before that option can be turned back on. Otherwise, as this appears to solve the problem, there is no harm in leaving that country code out of the configuration.
Seems shady for sure.
BTW, I blocked Russia a couple years ago when they started trying to hack and spam our server. There was no issue until recently, so this seems to be a recent change in the database.#birdsarentreal
