I'd like to see what Wiz and Linesman have to say but, if I read it correctly, its a good rule.
I think it's designed to stop the missile attacks where the defender launches himself at the target ..... that target being the opposing player's head.
It certainly can also be used to force players, as Linesman has offered, to tackle with feet on the ground, head down and wrap up if you want to stop their forward progress.
Too often the approaching defender, usually a DB, tries to use the force vector created by launching himself at the target hitting him high to knock him down. I have a sense that coaches might be coaching them to do that. I see it more in the NFL than in CFB but its there.Mission to CFB's National Championship accomplished. But the shine on the NC Trophy is embarrassingly wearing off. It's M B-Ball ..... or hockey or volley ball or name your college sport favorite time ...... until next year.

Well, on the surface, it appears that the NCAA is getting serious about "taking the head out of football". They've preached that mantra for years, but have rarely established rules to give it any teeth. This proposal DOES put teeth in the rule, putting in the risk of losing the offending player for the rest of the game they are in, plus the second half of the next game. I'm also glad to see that the ejection part of the rule is reviewable. Hopefully, the crew will take advantage of that.
I noticed another proposal was to allow officiating crews to use electronic devices to communicate on the field. I think that's and EXCELLENT idea, that should have been done some years ago. Especially between the wing officials from one side to the other side. Its nearly impossible to communicate across the field when you need to get information from your partner on the other side. I hope they allow it in HS as well."in order to lead America you must love America"

The problem with player safety rules is the subjectivity of it all...they have started to more clearly define some things but pretty much we are told when in doubt it's a foul when it comes to player safety. I suppose that is good in that like liney says...it is taking the head out of football hits (which is good AND better technique anyway)...however I see a lot of legal hits being flagged because of the "when in doubt" philosophy. Just because a hit is violent doesn't mean it's illegal (see Kenny Bell's hit in the B10 CCG).Shut the fuck up Donny!
