I know least about MSU (compared to others that can comment here), so I'll differ my comments about them outside of how they lose Connor Cook.
at Boise St:
Boise State returns most of their offense, but loses a lot on defense. Boise should be in that 15-30th best team tier... easily being the Mountain West favorite.
at Utah:
Utah loses a lot of starters minus their secondary, including Travis Wilson and Devontae Booker. At best, Utah might be a slight favorite at home.
vs UCLA:
UCLA returns most of their defense and Josh Rosen. The players around Rosen will be new.
Again, none of these teams are elite. UCLA probably has the most potential, but has to rebuild on offense around Rosen.
They are more toss up than a sure thing, giving BYU a chance for a "magical season."
With that said, nobody can really argue against:

Bowlsby wants to avoid rematches if possible for big 12 title.

Looks like a certain Michigan fan on Twitter was wrong about FSU being the first domino to fall when it comes to conference realignment.
