Penn State's recruiting classes usually hover in the 15 range, solidly third in the Big Ten (now probably 4th behind Oregon). Franklin probably performs to expectations given their overall talent. They were #11 in the 247 talent composite this year followed by 13 and 15 the previous couple years. They go 10-3ish every year because they have 10-3ish talent. The biggest knock on Franklin is that a high end coach should be able to cobble together some big wins once in a while and he clearly can't beat top 5 teams ever. He's 4-20 against top 10 teams now with only 1 win against a team ranked in the top 5.. Sherrone Moore has a bigger win in his first season (8-5) than Franklin has in 11 seasons.
