That could have been targeting they dont even call if when the player bounces up.

Yeah, the rules seem to be dysfunctional. 1. Targeting is totally arbitrary. Find some other way to protect players. 2. Need to have a common sense check via replay on other calls. If call is clearly wrong (holding, P.I.), review it.
