    "This is really a failure to monitor, because we should've monitored this situation more closely," Osborne said on the Husker Sports Network. "Frankly we've been focusing a lot on agents. We've been focusing a lot on boosters possibly providing some extra benefit. We've been focusing on Facebook and Twitter and things that could be used that are inappropriate. We've been focusing on academic fraud. When you do all of those things sometimes you don't think about the book store jumping up and biting you."

    Another point Osborne wanted to make on Tuesday is that Husker student athletes received absolutely no extra monetary benefit by getting the text books.

    Unlike normal students at the University, athletes on scholarship aren't allowed to keep the money they receive from the book store at the end of the year when they sell their text books back.

    "When a student athlete turns those books back in, the money does not go back to the student athlete," Osborne said. "The money goes back to the athletic department directly.

    "The money (to buy the books) comes from the athletic department and whatever is left at the end goes back to the athletic department. So in no case did a student athlete pocket any money. There was no evidence that anyone deliberately violated the rules, either student athletes or the book store."

    The NCAA is expected to review Nebraska's report in October. Osborne doesn't expect anything to happen to the 230 student athletes involved in the text book violation. He said the blame needs to be placed towards the athletic department themselves for a failure to properly monitor.

    "We are doing the best we can to say we were wrong, we are sorry and we think we've taken appropriate action," Osborne said. "At this point we have to turn the report over to the NCAA infractions committee and they probably won't be able to get to it until October. We won't know for sure what the final disposition of this case may be, but at this point we've done all that we've can.

    "It is what it is and we'll take whatever shot we get and do the best we can with it."

            • As much as I think this rule is a joke (and I think all textbooks should be given to the student athletes), UNL had to report it. I'm glad they took the proper action.

                  • No, I'm pretty sure that they were supposed to cover up the improper benefits, and then give the players a "living stipend" through some shady ass booster to cover them not getting full price back at the end of the semester. All the time Pelini is supposed deny ever knowing anything about it while assuring the compliance office that he's handling it, while paying anybody and everybody who works in the bookstore to keep their mouths shut and start cooking the books to show that there never were improper benefits.

                        MADISON, Wis. — He started seeing Nebraska football fans wander in this summer to Wisconsin's official souvenir shop, browsing the merchandise, strolling over to the outdoor patio to get a full, ground-level view of Camp Randall Stadium.
                        These Husker fans were usually touring Bucky's Locker Room, which is embedded under the south portion of the stadium, as part of a trip to visit family and friends.
                        But Matt Kellermann, the store manager at Bucky's, knows they've come to case the joint, too, in preparation for the Huskers' inaugural Big Ten Conference game Oct. 1.

                          LINCOLN — One thing that catches Michael Buckner's attention regarding Nebraska's self-reported violations to the NCAA is the name of the person who prepared the report.

                          NU staffer Josephine Potuto is a former member of the NCAA Committee on Infractions. Serving in that capacity, she knows how former colleagues think, Buckner said.

                          “I have appeared before Professor Potuto before, and she is well-known for being detail-oriented and asking probing questions,” said Buckner, a former NCAA consultant who also has worked for schools under investigation. “She has a good reputation with the enforcement staff and is respected by members of the committee, so the institution's self-report and self-imposed penalties will be taken seriously by all involved.”

                          Potuto has been NU's faculty athletics representative at the NCAA and conference level since 1997. She served the maximum nine years on the Division I Committee on Infractions — as chairwoman the past two — and still substitutes when a member cannot serve.

                          Buckner said Wednesday that having access to her in the process “is a great aid for Nebraska.”

                          “(The NCAA enforcement staff) might have to come back and do some verification and make sure everything is all right, but with Professor Potuto's reputation with the NCAA I think they are going to do OK,” Buckner said from the Michael L. Buckner Law Firm in Pompano Beach, Fla.

                          Athletic Director Tom Osborne said Tuesday that Nebraska might have to wait until October to hear any ruling from the NCAA. The violations occurred over several years when a large number of Husker student-athletes inadvertently received “recommended” textbooks from the university bookstore when only “required” supplies were covered in their scholarship money.

                          The total value of the non-required textbooks provided to student-athletes from spring 2007 through fall 2010 was $27,869.47, with the average amount less than $60 per individual.

                          Along with its report, NU also self-imposed a two-year probationary period and a fine of $28,000 that will go to charity.

                          “It seems like what Nebraska has done is being proactive and getting ahead of this,” Buckner said.

                          Buckner said the NCAA, however, will want to be convinced that Nebraska has taken steps to improve its monitoring and procedures so a similar incident will not occur again. Osborne said Tuesday that NU already has implemented a new process for disbursing books to student-athletes.

                          Osborne also praised the work of Potuto as Nebraska pieced together its report.

                          “Jo Potuto did a great job with investigating, as did our compliance people and academic sports people,” Osborne said. “It was a tremendous amount of hours.”

                          As for any school self-imposing penalties before the NCAA gets to its case, Buckner describes that as “akin to walking a tightrope.”

                          “You don't want to underpenalize yourself, because if you do there's a chance the Committee on Infractions will come back and say, ‘You didn't impose enough penalty, and we're going to add all this extra stuff,' ” he said.

                          “And you don't want to overpenalize yourself. You want to get to that little sweet spot.”

                          After hearing details of the Huskers' report — and considering Potuto's experience, advice and input — Buckner doesn't forecast any major surprises coming NU's way.

                          “I see the committee accepting that two-year probation and not adding anything else,” he said.
