Exhibit 1 was Musk's cutting of the Twitter workforce by 80% and achieving greater efficiency (and profit). All of this was litigated during the campaign.

                This Judge said basically that FEMA employees had the right to spend $ 59 million yesterday to house illegal aliens, even though DHS specifically prohibited that.

                The Prog plan is to delay implementation if DOGE cuts until after the midterm elections when the Dems may get control of the House. This Judge just started us down that road.

                  The Impoundment Act of 1994 deals with this eventuality. Congress can force the Executive to spend impounded money with a majority vote. What is going on here is Dems funding a specific agency like USAID and then standing back while the unelected bureaucrats within the agency cycle money to programs and NGOs that allign with Prog values. Now they scream that Trump must spend money they authorized for USAID. Trump should impound the whole $ 40 billion and let's see the Progs actually VOTE to overcome the impoundment.

                  It is not for nothing that Trump picked the one area of spending where there is about a 90-10 split in the country to spend money in America first.

                      You have it backwards on Impoundment. The President can only request that Congress hold a vote to rescind the money and a hold gets put on the money for 45 days. If Congress doesn't approve the request (in both Houses) within that time, the money goes out. But they aren't even required to hold a vote if they don't want to.

                      Trump's Team wants a fight to take to the Supreme Court and get the Impoundment Act (of 1974) declared unconstitutional for that reason. Without it they think he can put a permanent hold on anything passed by Congress that he doesn't personally like.

                      • Hypothetically if Congress passed a bill to send foreign aid to Israel in a 425-10 vote in the House and 98-2 vote in the Senate (a clear veto-proof majority) under this theory Trump could still put a hold on the money indefinitely and both Congress and the Supreme Court could do nothing about that. If the President gets to veto anything he doesn't like no matter what then why's there a provision in the Constitution explaining that a two-thirds vote in Congress can override a veto?

                                No, not at all. He could impound the money and the two houses would vote to force him to spend the money using the Impoundment Act of 1994. Overriding a veto is a far higher bar to clear. What a President cannot do is to impound money with no consequences or recourse. The Dems don't want this because they are afraid to vote for the crazy things that are throughout the budget. If the Defense Dept is paying $ 85.00 for a toilet seat, you can't just say "Well, Congress authorized that". But that is what both parties have done. Wait until DOGE goes after the DOD.

                                What the Progs are upset about is that there is no way they would vote to do the things that their unelected minions in the deep state will do. Samantha Powers made USAID a slush fund for grifting Democrats. How about looking up how much USAID gave to the Clinton Global Initiative? $ 84 million. How much reached Haiti? About as much as reached Chelsea Clinton for her wedding ( three million).
