I've personally witnessed people with cognitive issues relating with those who are caring for them. I believe that The Chairman was simply repeating a statement from those around him who truly believe that Trump voters are "garbage". Joe heard this and repeated it. Very plausible situation.

So, as bad as the Trump rally "comedian" who called Puerto Rico "garbage", Joe's people took it a step further and included nearly half the country.

Its not going to affect the election outcome, but let there be no doubt of what the inside belief of THE Party is.

I think they're trying to create the impression that a landslide's coming, Trump is inevitable, only cheating can stop him. I doubt they really believe they will win in those places.
