I think it's something more like the latter. Halperin said if the story was true, it would end Trump's campaign. But he didn't believe it at all. Bevan also said the allegations were too ridiculous to believe. "Donald Trump pinched my butt 30 years ago" doesn't fit the bill. Whatever it is it's more over the top than that.

At the presser one of the elections commissioners seemed to indicate that it was the work of one organization but checked with the DA to make sure he wasn't overstepping the investigation and they kind of walked it back. Some of the applications had a person's correct name, address, driver's license #, and SSN but the signatures didn't match up. When contacted, said they didn't fill out any application or have someone do it on their behalf. Others were just completely made up all together.

There's a certain MAGA activist that has been quite vocal and visible online about his efforts to register the Amish in Lancaster County, claiming he's registered big numbers of them and convinced them to vote Trump. I don't want to get ahead of things and name him but he's the first person that came to mind. It could be a rogue subcontractor in his organization.
