1) No it is not a federal court matter. How voting is administered is almost a purely state thing. And this case is specific to GA. Now it could certainly get appealed up to SCOTUS but it is filed correctly to start

2) it is not a surprise that the mail in vote went that way. One group vilified mail in voting the entire 2020 campaign. And then one group did not take Covid seriously so the senior vote flipped way to Biden. If Trump takes Covid seriously he wins reelection in a walk
