  • An update on Ukraine: "Culminate" is the term used to describe the end of offensive operations for Russian forces in Ukraine which includes Wagner PMC. Analysts I follow believe that Russian forces are degraded to the point that they are no longer able to sustain offensive operations and have defaulted to defense of the Ukrainian territory they now occupy.

    Over the last couple of weeks, Wagner Group's leader, Yevgeny Prigozhin, has been publicly complaining about the Russian MOD's lack of support in supplying ammunition. ISW has described what's going on between Prighozhin and the Russian MOD as evidence of "fracture lines" emerging in Russia's overall war effort. Observers believe the Kremlin is trying to isolate Prighozhin, reduce his presence in the information space and, he alleges, set him up for the cause of failure in Bakhmut and the western fronts of the Donetsk and Luhansk oblasts. The most obvious indicator of this is the lack of coordination between multiple attack axis within this front rendering the overall Russian war effort since January '23 another failure - at least for now.

    Ammunition shortages are contributing and affecting both sides. Zelenski stated today that Ukraine's army cannot undertake counter-offensives now, even though there is a critical window of opportunity to do that successfully, becasue arms delivery from western sources are happening too slowly or not at all. Zelenski also reported that his attempts through diplomatic channels to get Xi to discuss his peace proposal have not produced the intended result (a Zoom meeting between Zelenski and Xi). One can read all sorts of things into this and news rooms have. Aside from dismissing Zelenski as an active participant in negotiations to end the conflict, it suggests the Xi and Putin want the west, in the form of Joe Biden, to collaborate in a peace deal. That reflects the Kremlin's approach from the start in defining the war in Ukraine as a conflict between an aggrieved Russia fending off threats from US lead NATO allies to its security. A conflict between NATO, led by the US and Russia.

    IMO, on a strategic level, the war in Ukraine is becoming a back-drop to the larger struggle to maintain the rules based world order threatened by the alignment of China, Russia and Iran who would like to replace it - primarily replace the US with themselves - as autocratic players that determine the outcomes of events that serve their interests and not those of the west. I've read plenty of articles that flesh out what that means and to what degree the outcome in Ukraine will determine how successful either side is in preservation or replacement of the rules based world order and all the institutions that have arisen in the last 50+ years to sustain it.

    IOW, the degree to which Russian aggression and Putin's revanchist view of restoration of the Russian Empire is allowed to go unchallenged in the Caucuses ( https://en.wikipedia.org/wiki/Caucasus), Ukraine and former Soviet satellite states that are now NATO members, or about to be members, is a huge deal. I'd offer the view that democracies are revisiting the challenges presented to it in the post WWI era by the autocrats of Germany, Japan and Italy.

                • Worth mentioning: The Kremlin announced today that after receiving permission from their president, it will be positioning tactical nuclear weapons in Belarus. Putin added in a separate statement that a storage facility will be completed by July 1st and that there are 10 Russian aircraft currently stationed in Belarus that can carrier these tactical nukes.

                  In what I believe are coordinated remarks from Dmitry Medvedev, Deputy Chairman of Russian's Security Counsel, comes a stream of nuclear saber rattling. Specifically, he stated any attack on Crimea by the Ukrainian army would trigger an appropriate response from Russia as a means of self defense of the homeland - one of Russia's stated circumstances that could provoke the use of nuclear weapons.

                  This is nothing new from Medvedev and I have no doubt this is low level nuclear brinksmanship intended to deter a Ukrainian counter-offensive into the peninsula. It's not aimed at Ukraine; it's aimed at NATO and the US who are supplying Ukraine with the means to re-take Ukrainian territory currently occupied by the Russians. The desired response from the Kremlin is for western nations to stop providing war fighting materials and capabilities to Ukraine.

                  Putin appears to not want to escalate the war in Ukraine prompting greater NATO involvement, either purposely actually having the resources to do that and that is doubtful, or as subterfuge because he doesn't - it's a bluff of sorts. Likewise the west has acted somewhat timidly, compared to what it could do, and that is not in question, in arming Ukraine to the extent necessary to convincingly defeat Russia forces on the battlefield. Macron and to a lesser extent Germany's Schulz have publicly stated that a complete defeat of Putin's army on the ground in Ukraine is neither in the best interests of Europe or it's intent. IMO, we are gradually and inevitably moving towards a wider conflict in Europe that involves force on force NATO units v. Russian units. The likelihood of a nuclear exchange by a cornered Putin increases every day that Putin continues to insist on retaining the Ukrainian Donbas.

                    The International Campaign to Abolish Nuclear Weapons has condemned Russian president Vladimir Putin’s announcement on placing nuclear weapons in Belarus.

                    As long as President Putin has nuclear weapons, Europe cannot be safe. He justfies this dangerous escalation by citing decades of NATO nuclear sharing. As long as countries continue their complicity in considering nuclear weapons as anything other than a global problem, this helps give Putin cover to get away with this kind of behaviour,” ICAN’s interim executive director Daniel Hoegsta said in a statement.

                    Who is the International Campaign to Abolish Nuclear Weapons? No expert on nuclear shit but I've never heard of this group. Still it's good to have someone other than the US call out Putin's damaging behavior that affects global nuclear security. Interesting that Putin actually made a point in his comments about the Belorussian deal that putting nukes in Belarus wasn't a violation of nuclear nonproliferation agreements. WTF, he doesn't give a shit about the current world order that has been working to avoid conflict for a long time..

                        • Predictable NATO, Ukraine (and elsewhere) reaction to Putin's announcement yesterday that he would deploy tactical nukes to Belarus. Arm waving predominates. Ukraine called for an emergency meeting of the UNSC. Putin chortles.

                          Yesterday evening, Putin gave a wide ranging TV interview during which he stated the west does not have the industrial capacity to keep supporting Ukraine at the current level then threw out some numbers that compare the US capability to manufacture ammunition to Russia. He's building off news reports last week that the EU was struggling to meet promised ammunition re-supplies due to a shortage of explosives. Of course Putin alleges Russia can produce 5X more armaments than the west. IOW, Russia will outlast the west and prevail in Ukraine.

                          ISW reports Putin's numbers and estimates of war fighting materials production capacity within Russia are wildly overblown and provides it's own estimates of what Russia can produce. Those numbers support an assessment that at current levels of known production by Russia's defense industrial base (DIB) it would take 6 years to build and resupply the army with the tanks, vehicles and artillery they have lost. ISW also points out that the US alone, if it chose to do so, could out produce Russia even if Russia went to a full war footing adding that Russia's DIB has been hampered by sanctions that don't get talked about publicaly in Russia.

                          The interview was pure propaganda meant for lay person consumption in an effort to conceal the failures of the Russian army in Ukraine and prepare Russian citizens for a long war. He's also working to shape the information space to convince western supporters of Ukraine that continuing this support is futile.

                            Marina is the chick that got inside the Channel One news production stage and stood behind the anchor who was delivering the news with a sign saying No War, stop the War in March 2022. She fled Russia after being placed in House Arrest waiting for her trial. It's a fascinating story. I was struck by her openness and what I perceived as honesty. Worth a read if you want to understand the degree to which freedom of the press gradually eroded under Putin's presidency and absolutely no longer exists in Russia.

Putin is setting conditions in the information space for a long protracted war that he is convinced he will force a Ukrainian surrender on his terms as Russia continues to brutally destroy Ukrainian cites and critical infrastructure with the goal of extinguishing Ukraine's government and it's armed forces will to continue fighting.

                                • A leaked phone conversation allegedly between prominent the Russian music producer Iosif Prigozhin (no relation) and the billionaire Farkhad Akhmedov, in which the two criticize Putin's stubbornness over starting the war - he was advised against it by insiders within the Kremlin - and Putin's continuing insistence of asserting Russian military dominance on the battlefield despite significant losses. If confirmed genuine, the audio would provide a rare insight into the mood within the Russian elites.
                                • An attempt was made on the life of the Russian installed police chief in Mariupol this morning. Reportedly a car bomb exploded with the police chief a few feet from it. He is believed to have survived. This kind of partisan warfare is ongoing, coordinated from the highest military levels and is intended to make holding and managing the cities this partisan activity is occurring within as difficult as possible.
                                • After delays that have been too long, western tanks and APCs are arriving ​at the Ukrainian border and being handed off to Ukrainian forces. No reports, for good reason, state where they are actually crossing the Ukrainian boarder.
