      Employees who refuse a return to work call are not supposed to continue receiving PPP assistance OR regular unemployment.

        Varies by state and it is multilayered and complex (thank you Congress). I only have knowledge of this by way of friends who are business owners in FL or in the case of GA a manager who deals directly with bringing back employees who were laid off during shuttering.

        In FL, you cannot draw state UIBs if you resign or get terminated for cause. However, you can apply for and will usually receive up to $600/w, yep, that's right, via PPP through the end of September. The employer must report to state unemployment office the terms that an employee was terminated or resigned. If the employee then applies for UIBs under certain provisions that allow it, PPP benefits will be terminated.

        In both GA and FL, when you are called back by your employer you can either accept the call back and report to work or allege that you feel unsafe in the current circumstances. The employer has the right to determine such action by the employee is grounds for terminating employment. Under some circumstances the terminated employee can draw both UIBs and PPP benefits. One of them is lack of child care. There are others.

        It's a fucking mess. It's worth noting that only the US fashioned employee protection programs like the piece of shit legislation that got passed. Most nation's governments provided money directly to employers to pay up to 80% of their employees wages/salaries. Clean and direct. In the US PPP benefits are managed at the state level by unemployment offices in coordination with already in place state UIBs ...... we've seen how that went in FL.

              So if I have it right, the employees can apply for PPP but unless the employer reports them to the government, nobody's going to know they were fired with just cause. And since PPP, unlike unemployment, doesn't come out of an employer's pocket they aren't likely to care very much or be in a rush to notify the state? That part of the problem?

                          Of note, Florida actively focused on protecting the most vulnerable -- they actively stopped potential Covid-19 infections from being reintroduced to nursing homes.                               Its a warehouse on the outskirts of a large city with all its attendant covid problems. It is the under $40k set, don't know the state to state safety nets. Its physical labor in a over processed environment (an ISO/QS certified company) now burdened with covid protections. With processing plant infection rates in the news, people couple risk and hard work with modest pay and decide maybe unemployment is a better route. Low pay and work ethic seem to have a proportional relationship, severely aggravated by the pandemic. Probably remain this way until the helicopter money runs out.
