Because the "George Soros-made voting machines are switching my vote to Democrat!" rumors are starting to spread. Should be noted that damn near every election official in Texas is a Republican and they've all said the machines are working fine. The only reported case of "vote switching" turned out to be due to human error (i. e. dumbass voter).
Pretty sure these same rumors were spread in 2012 and 2008

Yes, widespread, systemic voter fraud obo the Democratic party is why the GOP currently runs both houses of congress, and a majority of state legislatures around the nation.
At the micro level, its dogwhistle stuff for Trumpkins. At the macro, I suspect its the opening position for undermining Hillary's presidency by de-legitimizing her win. The GOP will try to keep that ball in the air for four years...being good, patriotic Americans and all.
A WSJ reporter snuck into a Trump campaign "poll watcher training". Basically people trading stories they've heard about massive voter fraud. No one's actually witnessed anything themselves, but they've "heard the stories". So you KNOW it's happening.
I do like that the guy running the session cautioned that just because you suspect the voter is a Democrat is not enough cause to challenge their vote.
I think the early voting numbers matter far more to the people inside the campaigns. They have access to better polls and it can indicate where they are strong and where they are weak. But the average Joe on the street isn't going to be able to decipher it in any meaningful way.
