                And the insurance apocalypse is coming. The California politicians wouldn't allow insurance companies to raise premiums to reflect reinsurance risk—consumer protection and all that. The state sells FAIR insurance as a last resort. What is shaping up to be $150 billion in claims, and FAIR has $700 million in reserves. Plus, permitting will take two years. If the Coastal Commission gets involved, the homes near the ocean will never be rebuilt.
