I don't have any doubt Putin ordered the outcome and probably assigned the agency he directed to carry out his orders leaving it up to them to figure out how to make it happen. Likely that the FSB (formerly KGB) did Putin's dirty work. If at some point confirmation that a SAM hit the aircraft, there will be official denial that Russia was responsible. Ukraine will be blamed.
Recall the shoot down of Malaysia Airlines Flight 17 (MH17/MAS17) in 2014 over Ukraine's contested Donbas region in 2014. Russian air defenses were immediately blamed for the shoot down prompting several years of denials before solid evidence collected covertly during the shootdown but not released to the public was made public - the details fingered the exact unit (53rd Anti-Aircraft Missile Brigade) and identified the personnel in charge. Subsequently, a Danish Court issued warrants for the arrest of 2 Russians and one Ukrainian separatist on alleged murder charges. They were tried in absentia and found guilty. None of the accused have been apprehended and remain on Interpol's Most Wanted List.
Its not at all premature to identify Putin as the guy that ordered the assassination of Prigozhen. I suspect if this was a shootdown by Russian air defenses, what ever allied collection platform(s) was on station collecting ELINT and COMINT will be able to ID which SAM unit was involved and who pulled the trigger. With this most recent assassination of an enemy of Putin, adding another name to a long list of Russians who have experienced similar outcomes after falling out of favor with Putin, there should be no question in anyone's mind that Putin needs to be removed as Russia's president. Continuing pressure on Russian forces in Ukraine and bringing the war to an end on Ukrainian terms is the most likely way at present to have his opposition inside the Kremlin - and notably there is some - force him out of power.
