Winning an administrative position is different from winning a purely ideological voting position, which is what a Senate seat is. Not to mention, a Senate race puts a lot more spotlight onto that ideology, which is out of favor in the country right now.
That's not to say that Oz doesn't have a pretty big hill to climb though. He sucks as a candidate and he likely lacks the charisma to hammer the right message home, and he won't excite the Rs either.
