It's pretty clear that they were originally eligible under the grant proposal. Clean syringes still are. It's another bumbling self-inflicted wound by the administration over a trivial amount of money that's practically a rounding error in the federal budget. But they're the ones who proposed it in the first place and for that, opened themselves up to a broadside from the right.
