The fundamental characteristic of a communist regime is the state control of the "commanding heights" of the economy. That is like steel production or technology and always includes the military. Communism differs from Socialism only in that the communists believe in historical determinism and the use of violence in attaining the dictatorship of the proletariat.
Fascism "allows" private actors to control the commanding heights of the economy, but only so long as the private parties do exactly what the government wants. Thus, Volkswagon could stay private as long as they produced military hardware. Today, in the US, we have tech giants doing exactly what the elites tell them to do.
