New York City health board declares racism a public health crisis
The New York City Board of Health has declared racism a public health crisis.
Why it matters: NYC Health Commissioner Dave Chokshi noted in a statement after the resolution passed Monday that the COVID-19 pandemic had "magnified inequities, leading to suffering disproportionately borne by communities of color in our City and across our nation," but such inequities aren't inevitable.- N.Y. State Sen. Brand Hoylman (D) said in a statement the "combined effect of institutional racism and the COVID-19 pandemic on Black and Brown New Yorkers represent an urgent call to action which we can no longer ignore as a government or society."
- The resolution comes six months after the CDC declared racism "a serious public health threat," highlighting the disproportionate impact of the pandemic on communities of color, such as case and death counts, as well as economic and social effects.
The big picture: The NYC board's resolution requests that the city Health Department research and acknowledge "examples of its historic role in divesting and underinvesting in critical community-led health programs" and "participate in a truth and reconciliation process with communities harmed by these actions when possible," per a statement.- The NYC Health Department will create a Data for Equity internal working group in response to the resolution to address racial inequities and improve health outcomes, making recommendations for revisions to a health charter in the newly established Mayoral Racial Justice Commission.
The bottom line: Chokshi, one of 11 medical experts who sit on the NYC board, pointed out at a meeting ahead of the resolution passing how the pandemic underscored unnecessary disparities, the New York Times notes.- "Why do some nonwhite populations develop severe disease and die from COVID-19 at higher rates than whites?” he said, according to the NYT. "Underlying health conditions undoubtedly play a role.
- "But why are there higher rates of hypertension, diabetes and obesity in communities of color? The answer does not lie in biology.

Both of the lawsuits against Texas for SB8 granted cert just now. Put on an expedited schedule and will hear arguments on Nov. 1, a week from Monday. Court won't block the law in the meantime.
Here's the order in the USA vs. Texas case (the other one was an abortion clinic vs. Texas). Question will be solely related to whether the USA can even obtain an injunction in these circumstances.

A highly-anticipated nonpartisan report on Wisconsin’s 2020 election has found no widespread voter fraud or wrongdoing, but made dozens of recommendations for updating state policies and state laws related to elections.
The 168-page audit by the state’s nonpartisan Legislative Audit Bureau, initially ordered by the GOP-controlled Legislature in February, was released Friday morning. It found the Wisconsin Elections Commission didn’t follow some state laws in 2020, including things like failing to get electronic voter registration signatures from transportation officials, but that there weren’t widespread instances of people committing voter fraud or officials’ actions affecting large numbers of votes.
For example, the review flagged only four people who may have voted twice in the election and 11 people whose absentee ballots may have been counted, even though they died before Election Day. There were more than 3.3 million ballots cast in the election in Wisconsin. The review also conducted a hand count of ballots to test some voting machines and found no notable concerns.
Sen. Robert Cowles, R-Green Bay, who chairs the Legislature’s audit committee, said in a tweet Friday that the review "showed us that the election was largely safe and secure."
"The (audit bureau) has been well-respected as a nonpartisan agency by both sides of the aisle & by their colleagues around the US," Cowles said in a subsequent tweet. "It’s my hope that we can now look at election law changes & agency accountability measures in a bipartisan manner based on these nonpartisan recommendations."
