The only role the University of Michigan actually played here is that in a Jan 2020 study it suggested that if beef consumption fell by 90%, it would result in a 51% drop in "dietary based greenhouse gases", not ALL greenhouse gases. And the study was just a study, not a proposed course of action.
The Fox graphic is just totally wrong in claiming this is a "Biden Climate Requirement" and suggesting it comes from the Dept of Ag or the U of Michigan.

The graphic isn't wrong. It may be misleading in that it implies that Biden is about to sign another EO for it, but the math is correct and it's what climate activists have been calling for. If Biden is serious, then they will have to either ration beef, or tax it so heavily that most people can no longer afford to eat beef -- either path leads to the same result.
It is but one of many examples of the types of lifestyle changes that will be needed to meet the Paris accords (>50% drop in GHG across across every sector). Another will be either carbon neutral fuels for the internal combustion engine, which will probably cost well north of $10/gallon, or electrification of the country's entire vehicle fleet. Multiple states are placing bans on internal combustion engine vehicles that are scheduled to go into effect within fifteen years. Incidentally, if Ohio loses a House seat, Tim Ryan's district is almost certainly the one the legislature would go after to eliminate (and it's trending away from the Dems to boot). I'm skeptical he'll win but he's probably the best the Dems can come up with
* Doug Collins, who was one of Trump's fiercest defenders in Impeachment Round 1 and then lost to Kelly Loeffler while running for Senate, announced he will NOT seek elected office in 2022. Which means he won't challenge Warnock next year and won't primary Gov. Kemp either.
