Right after all the pardons came out, Trump rescinded his executive order that barred former administration officials from going to work for lobbyists for a period of 5 years. This was going to end the 'revolving door' in Washington once and for all and was one of the very first things Trump did when he took office. Drain the Swamp!

Trump commuted Kwame Kilpatrick's sentence allowing him to only serve 7 of his 28 year sentence. Fortunately, Michigan law prohibits him from holding public office for 20 years after the conviction which was in 2013. So he'll be mayor again in 2034.

(4) Require that non-citizens be counted in the census for Congressional apportionment
(5) Rejoin the WHO and, of course, The Paris Treaty
