Can you tell me exactly what it is in the two bills that involves providing government support in the form of helicopter cash, loans, tax breaks or other financial guarantees .... I mean specifically and if there are or are not any "strings attached" as you call them in either bill. I have no idea and I'm not sure you do either. That's the problem for us sitting out here in the cheap seats.
1) There is a Small Business Loan part. This agreed on. The government would give money to small businesses money to stay afloat while they are shut down. Now, if they use this money to keep employees on payroll (or bring them back after this is done) then the loan is forgiven. This is agreed on and would pass the Senate and House tomorrow (or tonight) if it was on its own.
2) Right now there is an agreement on giving all Americans that made under 75k/150k (as per their 2018 income tax) to get $1200 each (those finally jointly would be getting $2400) and $500 for each child. This would be a one time thing. Now, the question is how this would be counted for 2020 income tax reasons. But setting that aside along with whether one shot of 1200 is enough.....this would pass very easily in both the House and Senate.
However, McConnell has tied these two with the third part.
3) There would be money (around 2.047 Trillion or so) for industries that are very affected by this. We are talking very very big corporations like the airline industry (again), casinos (which seems a bit mind boggling too). The airlines got a bailout last time around too. What was it used for? United spent 96% of that money to buy back stock, American used 80% of that money to buy back stock. So there should be some strings attached. And there were some weak language that would have prevented that for 2 years (but the Treasury Sect. could have unilaterally waved that). Treasury Sect. would have a lot of discretion which businesses to give this money too AND it would have been 6 months before the public would know where the money went.
Hell, the two authors of the original bill voted against this which was their bill in name only. Big business will get their money but they are not going to go bankrupt if this takes a few days. Right now who needs this money? Working class and small businesses. There is only a week before a lot of bills for Americans come due. That check is needed right now. Small Businesses need the money now. They don't have a week or two.
