Trump has no business using his position as President to withhold Congressional approved aid intended for defending a nation from a country that has invaded/annexed in exchange for assisting in a personal vendetta against a political opponent. Will be lots of commentary of the letter the WH sent to Congress but it's mostly a political document. To the extent it cites any legal theory or the Constitution, it's pretty much nonsense.

The President doesn't have the right to determine whether an inquiry is 'legitimate' or not. There's nothing in the Constitution about what a "legitimate" inquiry looks like or in the House rules.The President also doesn't have the "right" to confront and cross-examine witnesses in the investigatory phase of impeachment; that's what the Senate trial is for. It's like saying a defendant has the right to confront witnesses against him before an indictment is even brought.
