I'd normally think of myself as a voter with a diverse set of interests, but I'm down to climate change, basically. Other things are going to have to wait. As a climate-change voter I wholeheartedly endorse the declaration of a national emergency for reasons far flimsier than climate change.
And, given the complexity of big-ticket infrastructure, I'm absolutely certain that this administration won't be able to properly spend what's allocated. They won't even have the time to do it, and anything rushed will soon become a dilapidated symbol of waste.

but there is the rub, what is the difference between the polling numbers of those that support increased border security VS those that support the continued flow of illegals into this country, and treating them better than our own veterans and homeless population? In that theoretical, 0bama and the dems would have suffered GREATLY at the ballot box. I just don't see the overwhelming disapproval with border security.

I would say we can walk and chew gum at the same time, but after watching Congress, I would disagree with the notion. Either way, first you stop the flow. If I am in a row boat, and water starts flowing in from a hole, I am going to address the hole before bailing water. I want the stiffest possible penalties, but more than that I want the flow to cease.
and to your first point, correct. We didn't need a Donald J Trump as president for that to be the case, that has been the case since it's passage. and btw, there was nothing stopping 0bama from declaring a national emergency for humanitarian aid centers for illegals, other than the blowback. And he really didn't need to, because he was releasing them into our country's interior. I would have preferred centers to house them while they await trial, then deportation. Instead we got catch and release, which makes me more angry than your hypothetical.
