I'm not sure you have to wait for the report, this seems like evidence that might reveal itself in an indictment. Remember with Cohen in his plea deal and sentencing, Mueller tacked on the lying to Congress charge with the SDNY case. The sentence is to be served concurrently, it was noted at the time that Mueller was laying groundwork for other people he may have been looking to charge with lying to congress but maybe he was laying groundwork for this as well.
