I wonder if that's an attempt to placate Erdogan. Turkey has for decades been handsoff with the patriarchy and that in recent years has been changing. Though I'm not sure what beef Erdogan would have with Russia lately. The shot-down plane battle remains unfought. Not sure what the incentive would be. Gas supply agreements are in place, IIRC.
