Talent I know you're aware of this but some of the cons might not be...not a whole lot of Europeans, particular highly skilledl ones, are terribly interested in migrating to the USA. Neither are the Japanese. Many spots reserved for these countries go unfilled year after year.
Dunno if anyone's familiar with VISA bulletins but here's the current one. Basically what happens in chain migration...let's say you live in China and your brother left for the US and is now a US citizen. That process probably took him around a decade after first entering the US (it's not quick). He can now sponsor you to come over too. However, because China is a high volume country, there's a huge backlog. On Page 2 of the bulletin you see priority dates for certain high volume countries. (China, Mexico, Philippines, etc.). When the Chinese brother goes to the US consulate in Shanghai and says "My brother is a US citizen. I want to move to the US permanently too" he will be given a priority date of the month he filed at the consulate. Let's say January 2018. He will not be allowed to actually apply until his priority date is current in the VISA bulletin.
Being a sibling of an US naturalized citizen currently classifies you as F4 status, which is pretty much the lowest of the family-based categories. Note that in this month's bulletin, the current priority date for Mainland China is June 2004. Because there are so many people trying to (legally) enter the US from China, it's likely that someone filing today will have to wait 13-14 years before he can even submit an application. Heck, the line for Mexican siblings is 20+ years. The line for Mexican adult unmarried children is also 20+ years.

Sure, I think the concept of chain migration needs to be tightened up. I would be willing to bet if it was, it would dissuade a good deal of the immigrants who now want to immigrate to the US to not do so. That would help decrease the numbers of low skilled immigrants leaving high volume countries because life sucks there. My advise to them: Stay with your families and work within structures inside and outside your country to do so to improve your human rights, your economy and your educational future.
I'd also be in favor of a pool that you join where once you've checked all the boxes to immigrate, you can't come until you are offered a job. I'd revise the entire law on Permanent Alien Residence (the Green Card process). This gets worked, immigrants get abused and I have some knowledge of how and why this happens.Mission to CFB's National Championship accomplished. Don't think it was mentioned yet but the RNC has its own Harvey Weinstein scandal going on and they're staying very quiet about it. The original Wall Street Journal story has dozens of women making allegations across decades. Fox News has at least put out a statement that they will no longer book Wynn for their shows.
