                This is probably more prevalent then people realize, and it is very damaging in terms of public perception. Prosecutorial processes could use a thorough vetting, top to bottom, IMO...there is some symmetry there to previous discussions on civil forfeiture, in regards to institutional behavior.

                        • Good for the minimum increase. Agree that the bonuses need to convert to permanent wages.

                          As for AT&T investment, that additional $1B would get them back to their 2016 spend level, per this from WaPo:

                          AT&T spent about $23 billion building out infrastructure in 2016, and estimates this summer suggested it was on track to spend $22 billion in 2017.

                                The point being that they aren't really increasing spend over what they were doing in the supposedly restrictive Obama environment. Businesses spend when they have opportunity, market, demand.
