Besides rear-ending that SUV at almost full highway speed, there are some other things that the operator did wrong....

1. Did not call in to Dispatch reporting the accident

2. Exited the bus without donning a reflective safety vest

3. Did not put out road flares, as required

4. Did not turn off the bus to prevent a fire (fuel & engine are at back of the bus)

This guy's bus driving career came to a very sudden and abrupt end...Thankfully!

I've looked through the Policies & Procedures menu and there is nothing there to address cell phone usage by operators.
