A retractable domed stadium would only be open on days where the conditions were like the dome's interior... so there really isn't any meaningful point to a retractable dome to begin with.
Yes. That was the sticking point. They wanted an open air or grass field.

As I recall, when Ford Field was being designed, there was a proposal to have a retractable roof but it would have added something like $150-200M to the budget and that would have had to come from public funding so it was never a realistic option at that time.
They need a retractable roof to bring MLS? Here in BC they have MLS and it's not retractable
It was a backup proposal, originally they were going to build a soccer specific stadium at the site where the failed jail construction sat. But that fell through, so they threw that doomed proposal out there.
