Goff can - it just looks difficult and he will not keep up. Allen has a rare skillset that Goff or many others have.

Goff just needs to be able to create enough to make plays. He can do that.

Josh Allen is a unicorn. He's going to escape containment, he's going to extend plays. You either have to be extra sticky when playing man, or flood zones with defenders and force him to make tight throws into those zones. Ideally, you can mix it up and keep him guessing; that's when he's known to make mistakes.
