I would have been more concerned about it if we hadn't seen Goff have this exact same development arc with damn near every receiver he's worked with outside of St. Brown (and now LaPorta). Remember when Reynolds was brought in, and one of the major selling points was that he already had a rapport with Goff, because even back then we knew that for whatever reason it took Goff an inordinately long time to gel with some receivers?

Goff is throwing to specific spots on timing routes. That means the receiver has to read the coverage and run the route precisely. They run a lot of option routes, even that Skipper pass route was an option route and Goff made sure to tell Skip he read it wrong. Also in the case of Jameson Williams he also had to start getting off the ball on time. It was laughable how slow he was off the ball earlier in the year. It's why LaPorta has been such a revelation, he already knows the intricacies of what he has to do

Skip: “Hey Jared? 🤷♂️ WTF was that?”
Goff: “I’ll tell you EXACTLY what it was. It was a precise, pinpoint accurate throw. You just weren’t there to receive it!”
Skip: “Yeah but……”
Goff: “No buts. You suck…… GET BETTER at reading my throws.”
Skip: “BUT 🤷♂️”
Goff: “NO BUTS!”

It is gray area. Some receivers don't ever adjust. The team that did the most of these options route passes were the Brady Patriots. Brady was known to tell receivers that if you don't run your route right or you drop a pass he was never going to look their way. Chad Ochocinco never would get those right in NE, so he was a non factor there
Most of the time it is reading if it is zome or man coverage. Like on a crossing route, if the defense is in man coverage the receiver is to keep on running, if it is zone he has to sit in a certain spot. That is the simplest concept and in that example it's normally easy to tell who screwed up.
