I think there's a misunderstanding here about the amount of money unaccounted for. That percentage isn't the amount of money accounted for it's the percentage of total funds that are in DOD agencies that met compliance.
So 40 percent or whatever are in agencies that aren't compliant. Compliance is also not just about a total money number either.
Whatever the number of actual unaccounted money is, it's significantly lower than 40 percent.

I found the article you're likely referring to and it's full of errors.
It says 61 percent in 2022 and links to the DOD statement that reports 39 percent of assets were in departments that passed audit. Meaning 61 percent of assets belonged to non passing departments.
It then states 63 percent for 2023 while linking to the audit itself and specifically the department results. If you do the math on how many didn't pass audit, that's where the 63 percent number comes from.
The problem with that is that it's not 63 percent of assets in those departments, It's 50 percent. According to Michael McCord. The CFO of the DOD, who was the source the writer used for the information for 2022.
So we went from 39 percent of assets in departments with favorable opinions in 2022 to 50 percent in 2023.
Which means 50 percent of those assets are in departments with unfavorable opinions. An unfavorable opinion does mean all of that money is missing.
Those departments being found to have below standards accounting practices is certainly a bad thing. But it's nowhere near as bad as you are thinking it is.
